Sustainable Reproductive Health and Livelihood
Program (SUREHELP)
UNFPA funded Sustainable Reproductive Health
and Livelihood Program (SUREHLP) is being implemented in Salyan
and Rolpa districts since May 2007 for a year. The proposed districts
belong to the least developed region with one of the lowest HDI
within Nepal. The socio-economic situation of Salyan and Rolpa is
very poor and women empowerment are at the extreme end as compared
to Kathmandu or other districts. These two districts were long neglected
by the Kathmandu-centered so called mainstream development endeavors.
Salyan and Rolpa are the seat of Maoist rebellion and were heavily
affected by the past decade long conflict. These were already having
poor rural infrastructure and the conflict has taken a heavy toll
on the existing facilities. The youth, women, and the children have
suffered beyond imagination as the opportunities for employment,
health care and schooling was lost and their right to development
was trampled. The livelihood and health facilities were destroyed.
Thus, there is need to revive their livelihood and health opportunities
and related facilities need to be improved.
The Salyan and Rolpa districts represent mid-hills
region, and have a relatively large proportion of disadvantaged
people (i.e. Dalits and ethnic minorities such as Kami, Magars and
others), who were excluded from many earlier development activities.
Additionally, these are some of the most conflict affected districts
in the country. High proportion of disadvantaged groups (dalits,
ethnic minorities and poor households) in the population is the
main criteria for selecting the VDCs in the districts in addition
to high negative impact of the conflict.
Objective:
The overall objective of the project is to enhance
the reproductive health and livelihood opportunities for the conflict
affected women, poor and ethnic minorities through a socio-economic
and political awareness and empowerment process.
The specific objectives:
- Significantly increase awareness, access and
use of general health support and facilities focusing on reproductive
health amongst the participating communities especially conflict
affected women, dalits, and ethnic minorities.
- Enable the target population to improve their
livelihood and food security through appropriate management and
utilization of locally available resources in ways that promote
gender equality, social inclusion and sustainability.
- Enhance the process of economic, social and
cultural empowerment of the conflict affected poor and excluded
target communities, especially the women belonging to poor, Janajatis
and dalits communities focusing on their participation and protection.
- Build capacity of the grassroots beneficiaries
and their social organizations (NGOs/CBOs)
Expected Beneficiary Communities
The direct beneficiaries of this project are Magars,
Dalits, other Janjatis, thier children, youth, and women and the
poor people of the selected VDCs of Salyan and Rolpa districts.
The whole local communities will be involved in project activities
and follow and practice the guideline and activities to improve
their situation of health and livelihoods.

The principal beneficiaries are those who lack
access to, awareness of health care and are generally resource poor
(in terms of land and income), marginalised and conflict affected.
They are largely illiterate and have limited exposure to development
interventions.
