Rationale of the
Project
Surkhet and Dailekh
districts have been selected because these districts represent
mid-hills ecological zone and have a relatively large proportion
of disadvantaged people (i.e., Dalit and ethnic minority groups
e.g., Magar and others), who were excluded from many
earlier development activities. In these districts, the proportion
of Dalits in the population is higher than the national proportion
(approx. 12%): Surkhet 22.65%, Dailekh 22.6%. Similarly, Dailekh
has 9.9 % of Magar ethnicity of total population of the district
whereas Surkhet has 19.3% Magar and 1.4 % Gurung ethnicity
of total population of the district. Additionally, this area
has one of the highest degrees of conflict in the country.
Furthermore, awareness of public health among local people
and their livelihood is very low. Considering the above scenario,
the project was considered necessary to be implemented in
the area.
General Objective
Significantly increase
access, use and awareness of safe drinking water, environmental
sanitation and hygiene in participating communities especially
for women, dalit, and ethnic minorities by 2010.
Enable the target population to improve their livelihood and
food security through appropriate management and utilization
of locally available natural resources in ways that promote
gender equality, social inclusion and sustainability.
Specific Objectives
- 173 households will have improved
access to and will use safe water facilities
- 800 children or 2 schools will
have improved access to and will use safe drinking water
facilities.
- 120 households and children in
at least 10 schools will have improved access to and will
use clean and hygienic sanitation facilities.
- 1,200 HH and children in at least
10 schools will have the knowledge and means to improve
their own hygiene, health and environmental sanitation practice.
- 1,000 households will have increased
household income through improved ability to produce and
market commodities.
- Women and marginalised groups
will benefit fully from improved water and sanitation conditions
and from new economic opportunities created by the project.

Results
Water and Sanitation: This component of
the project has targeted excluded and ethnic minorities of
the project areas aiming ensuring access of those communities
in drinking water and sanitation facilities. A total of 3829
people (293 hhs and students of 10 schools) have benefited
by these activities which includes drinking water supplies,
community and school toilet support.
Hygiene Promotion and Community Organisation:
With the objective to improve the awareness on personal and
community hygiene, reproductive health, HIV/AIDs, basic health
issues among beneficiaries; poor, excluded, marginalised,
women and ethnic minorities, various trainings were provided
to project beneficiaries. A total of 350 people have participated
in the program. The trainings include; personal hygiene, water
borne diseases, community sanitation and management, health
and sanitation, youth action group training and training on
fund management and book keeping etc. As a result behavioral
changes like; cleaning of community water taps and roads,
avoiding open defecation, regular bathing, improved school
sanitation, schedule of cleaning roads and community water
taps has been observed among beneficiaries.
Livelihoods and Capacity Building: This
program has aimed to build the capacity of project beneficiaries
and support them with seed money to establish their own enterprises
ultimately helps to promote their livelihood. To date 767
HHs among 1000 target HHs have received seed money. Group
members have started saving and disbursing loan among group
members. Some of group members have became able to generate
income from small income generating activities by the help
of group loan. The group members also received various livelihood
promoting trainings like commercial vegetable production training,
livestock raising trainings, NTFPs management trainings and
11 beneficiaries are developed as local resource person on
NTFPs. A total of 123 people are benefited by various trainings.
