Flood victims unhappy with relief package distribution

BY JITENDRA KHADKA

RAJBIRAJ, Nov 9 - Heaps of relief goods and funds were collected for flood victims of this year's monsoon. The relief distribution campaign that started during monsoon has not yet stopped. However, the victims are still an unsatisfied lot.
Jogendra Bhagat, district President of Nepal Red Cross Society (NRCS) of Saptari chapter, stated that the support received in the district was quite sufficient in comparison to losses incurred during the season.

Bhagat informed that national as well as international communities provided relief goods worth nearly 30 million rupees through NRCS Saptari alone.

The United Nations Population Fund (UNFPA) provided 12.5 million rupees to support 3,957 flood-hit families, Save the Children contributed one million rupees for 700 families, Save the Children offered five million rupees for 2,000 victim families, Rural Reconstruction Nepal (RRN) provided 400,000 rupees and the United Nations Children Fund (Unicef) distributed tents to 2,500 families. Likewise, NRCS center, Unicef and RRF additionally provided relief goods worth 300,000 rupees, 500,000 and 200,000 rupees respectively.

Similarly, another INGO Oxfam and Koshi Victims Society jointly provided 10 million rupees. Saraswoti Community Development Forum supported nearly 1,000 victim families. Business communities and local NGOs are other donors.

However, data on flood victims varies as per different institutions. According to NRCS, nearly 10,000 families were affected due to flood, 1,000 families displaced and three thousand families' residences were partially damaged. But, Nepal Police has claimed that though "some families" were displaced during monsoon, now they have returned their respective land.

However, victims are not satisfied with the distribution of relief materials. Victims are unhappy due to management failure, lack of security and political bias during distribution, according to Bhagat. NRCS members blame political parties for partiality.

Nepal Members Raise Concerns about the Government's Treatment of Indigenous Peoples

Thursday, 09 August 2007

International Day of the World's Indigenous Peoples is the occasion to celebrate the richness of cultural diversity in our country. It is also a day to be reminded of the insecure and unfavourable situation in which many indigenous people still survive on a day to day basic.

On this day, Rural Reconstruction Nepal, Coordinator of the HRTMCC Sub-committee on Economic, Social and Cultural Rights (ESCR), on behalf of the coalition members would like to raise the issues of exclusion, marginalisation, discrimination and poverty of indigenous people which is still the daily reality for many of these people. Despite of Nepal Government's commitment towards the international conventions and acceptance of international human rights standards for the protection and promotion of indigenous people's right, many laws still remain vague and fail to protect the fundamental rights of these peoples.

The majority of the Nepal's natural resources - minerals, water, potential energy sources, forests and more - are found within the indigenous peoples' territories. However, access to and ownership and development of these resources remains a contentious issue. Valuable indigenous knowledge, skill and technology that have been contributing to sustain and further our society, economy and civilization are now endangered by market driven multinational products.

We are also concerned about the proportionate representation of all Indigenous peoples and other marginalized groups in the upcoming election of the Constituent Assembly to realise the inclusive democratic new Nepal. We also acknowledge/welcome the recent agreement made between Nepal Government and indigenous people's representatives on the issues of proportionate representation in the Constituent Assembly.

Therefore, we urge the Nepal Government to:

  • Ensure that the indigenous and ethnic people enjoy their rights of access to and control over natural resources;
  • Protect the farmers' rights, including intellectual property rights i.e. indigenous and traditional knowledge;
  • Ratify the ILO Convention No. 169 concerning Indigenous and Tribal Peoples which ensures "to promote the full realisation of the social, economic and cultural rights of these peoples with respect for their social and cultural identity, their customs and traditions and their institutions";
  • Play an effective role in the UN process for adoption of the Optional Protocol to the International Covenant on ESCR which grants the rights of individuals or groups to submit communications (complaints) concerning non-compliance with the Covenant.
  • Ensure effective implementation of the Concluding Observations of the UN Committee on ESCR considering Nepal's state report during its 38th Session held in April-May 2007, in particular, ensure that indigenous communities are represented in decision-making bodies at all levels in the Constitutional process and full enjoyment without discrimination of their economic, social and cultural rights is guaranteed.

International Day of Indigenous People observed

9 August 2007

The fifteenth International Day of Indigenous People has been observed in the country by holding various programmes.

While various ethnic groups took out rallies in the capital demanding right to indigenous people and calling for meaningful Constituent Assembly elections, the Nepal Federation of Indigenous Nationalities (NFIN) organised the major celebrations in Butwal in western Nepal.

Addressing the celebrations in Butwal, Ian Martin, chief of UNMIN and Special Representative of UN Secretary General, expressed satisfaction over the recently sealed deal between the government and indigenous community.

"This year's International Day of the World's Indigenous People has particular resonance in Nepal, with the dialogue between Janajati representatives and the Government resulting in a positive outcome this week," he said.

Terming the agreement as a major step for Nepal's indigenous peoples, Martin said, "It also highlights the need for continuing dialogue to ensure that there is consensus on the electoral system with Madhesis, Dalits and other traditionally marginalised groups. This will contribute to achieving the ultimate goal of the election: to produce a Constituent Assembly that is truly representative and able to frame a constitution which responds to the aspirations of all Nepalese people."

Martin also appealed to the indigenous community to pay particular attention towards uplifting "most marginalised within the community as well as women."

"In this week's agreement between the Janajati and Government representatives, the Government made the commitment to adopt and ratify two important United Nations instruments. Firstly, the Government committed to adopt the Indigenous and Tribal Peoples' Convention (known as Convention169 of the International Labour Organisation), which ensures consultation with and participation of indigenous communities and organisations. And secondly, it committed to ratify the Declaration on the Rights of Indigenous Peoples, which establishes international human rights standards for the protection of the rights of indigenous peoples. The Declaration was adopted by the Human Rights Council in June 2006, and the General Assembly is expected to adopt it in the coming days."

Addressing a separate programme by the National Network of Indigenous Women in Kathmandu, Sandra Beidas, acting OHCHR representative in Nepal, said, "Creating an inclusive Nepalese society will take time. But greater representation for marginalised groups in the Constituent Assembly - including greater representation of Janajati women - should provide an unprecedented opportunity for such groups to have a strong role in determining the shape and nature of the new Nepal."

Louise Arbour, the UN High Commissioner for Human Rights, in a statement issued on Thursday, called on member states of the United Nations - including Nepal - to adopt the Declaration on the Rights of Indigenous Peoples at the General Assembly in the next few days.

Meanwhile, Rural Reconstruction Nepal (RRN), coordinator of the Human Rights Treaty Monitoring and Coordination Committee (HRTMCC), sub-committee on Economic, Social and Cultural Rights (ESCR), has issued a statement raising the issues of exclusion, marginalisation, discrimination and poverty of indigenous people "which is still the daily reality for many of these people."

The RRN has urged the state to ensure all kinds of rights of indigenous people including their access to and control over natural resources; indigenous and traditional knowledge; and ratify relevant UN instruments, among others.

There are 59 listed indigenous nationalities in Nepal, according to the government. This year, the indigenous community has raised the issue of CA and how best to utilise it for their upliftment.

Public Health Concern Trust (PHECT), Lumanti Support Group of Shelter (LUMANTI), Collective Campaign for Peace (COCAP) and Forest Action Community Self Reliance Centre (CSRC) are the other members of the sub-committee.

UNFPA launches SUREHELP project

Kantipur Report

KATHMANDU, July 20 - United Nations Population Fund Nepal (UNFPA) and Rural Reconstruction Nepal (RRN) on Friday launched a one year project to enhance reproductive health facilities for women and livelihood opportunities for conflict affected people.

The project, titled “Sustainable Reproductive Health and Livelihood Programme” (SUREHELP) and funded by the government of Austria will be working in villages of Salyan and Rolpa, the districts most affected by the ten year long conflict.

The project, which began in April this year, will end in March next year.

It will concentrate on the reproductive health and livelihood opportunities for women, poor and the marginalized through socio-economic means and political awareness.

During the launch at Hotel Himalaya, Minister for Local Development Dev Gurung, while underscoring the need to make the state responsible for overall national development, said, “The attempts made by the private partnership organisation is praiseworthy but only these attempts are not enough to make a new Nepal.”

Stating that everyone has the right to choose his religion, Minister Gurung highlighted the need to make Nepal a secular country. While expressing his commitment to help the private sector in development activities, he pointed out that Nepal’s patriarchal system was mainly responsible for domestic violence against women.

Aiming to serve around 33,600 women, youth, poor, disadvantaged and children from various communities, the project will also focus on enhancing the quality of life and the process of economic, social and cultural empowerment of the conflict affected poor and excluded communities.

Likewise, acknowledging the project as an opportunity provided by UNFPA, Arjun Karki, President of RRN Nepal said, “Nothing will happen unless we actively restructure a new Nepal through social, economical transformation and by raising political awareness.”
